SUBSTANCE ABUSE AND RELATED BEHAVIOUR

1.0             Rationale

In conjunction with the Ontario Schools Code of Conduct, there is an expectation that students attend school free from the influence of illegal, controlled and/or restricted substances, alcohol, inhalants, and/or other abused substances. Efforts will be made to provide support and counselling for students involved in a substance use/abuse incident. In addition, disciplinary action will occur for students involved in a substance use/abuse incident on board property, during school sponsored activities, and while on buses under contract with the Transportation Consortium. 

2.0             Definitions

Unless otherwise stated:

Board property: includes all school board building and properties, as well as all out-of-classroom programs, activities, and facilities approved by or under the jurisdiction of the district, and while on buses under contract with the Transportation Consortium.

Principal: a Principal or their designate as appropriate;

Parent: a parent/legal guardian of a student who is a minor;

Reasonable and probable grounds: the reasonable conclusion reached by a responsible adult;

Smoking: defined as holding lit smoking material, including tobacco product in any processed or unprocessed form (e.g., chewing tobacco, snuff) and e-juice products.  Use of electronic cigarettes or vapors is considered included under the definition of smoking;

Alcohol: all substances defined as liquor in the Liquor Licence Act (O. Reg. 461/11)

Drugs:

1.      All substances included under the "Controlled Drugs and Substances Act (S.C. 1996, c. 19)". 2016-11-30.
2.      All “controlled drugs” and “restricted drugs” as included in the Food and Drugs Act. R.S., c. F-27, s. 1.
3.      Inhalants – used for the purpose of intoxication; and
4.      Steroids and other performance-enhancing drugs;

Trafficking: when there is sufficient evidence (with the advice of law enforcement personnel) that a person has delivered, sold or given alcohol, illegal, controlled and/or restricted substances, or prescription drugs/inhalants to another person.

Ontario Schools Code of Conduct: the provincial code of conduct applicable to all schools in Ontario, as well as the School Board’s Code of Conduct.

3.0             Policy

District School Board Ontario North East (DSB1) is committed to the promotion and awareness of healthy lifestyle choices amongst its students. As well, DSB1 is committed to providing procedures to support the protection and health and safety of all students.
