1.0 Rationale

District School Board Ontario North East (DSB1) is committed to the strategic placement and development of Principals and Vice-Principals to support student achievement and well-being. DSB1 recognizes that effective leadership is essential to creating inclusive, responsive, and high-performing school communities.

The Board will ensure that the selection and transfer of school administrators is carried out in a fair, transparent, and equitable manner, aligned with system priorities, school needs, and student needs guided by the strategic plan.  This policy applies to all Principals and Vice-Principals employed by the Board and to decisions regarding their selection, placement, and transfer within the system.

2.0 Definitions

Principal: a teacher appointed by the Board to provide leadership and administration in a school in accordance with the Education Act and applicable regulations.

Vice-Principal: a teacher appointed by the Board to assist in the leadership and administration of a school in accordance with the Education Act and applicable regulations.

School Council: a school council established in accordance with Ontario Regulation 612/00.

3.0 Policy

Principals and Vice-Principals may be assigned or transferred between schools or to system-level positions to:

• Support student achievement and well-being 
• Address system and school needs 
• Provide professional growth and leadership development opportunities 

The CEO (or designate) is responsible for the selection, placement, and transfer of Principals and Vice-Principals.

In accordance with Ontario Regulation 612/00, the Board shall establish a process to seek input from School Councils regarding the general criteria and process for the selection and placement of school administrators 

While School Council input will inform the process, all final decisions regarding appointments and transfers remain the responsibility of the CEO with support from the Supervisory Officers. 

To support effective placement decisions, School Councils are encouraged to maintain a current School Profile that reflects:

• School community characteristics 
• Student needs and priorities 
• School improvement goals
